Raytheon sees strong earnings, cash flow in 3-year outlook

WASHINGTON, Jan 24 (Reuters) - Raytheon Co Chief

Financial Officer David Wajsgras said the company is "very

confident" about its ability to generate strong earnings and

cash flow over the next three years, despite its forecast for

lower earnings in 2013.

Wajsgras, speaking in a telephone interview with Reuters,

cited the company's recorded funded backlog at the end of 2012

and said international orders were approaching 40 percent of the

overall total backlog. An additional big order from Kuwait,

which had been expected at the end of 2012, is now likely to be

signed in the first quarter, he said.

Wajsgras said the company's lower earnings forecast for 2013

is because some new developmental programs in the classified

arena are just kicking in, generating lower margins initially.

At the same time, some higher-margin business, including a large

international missile contract, will be ramping down this year.

"If you stand back and look at the three-year outlook, we

are very confident in our ability to post very strong earnings

and cash flow over that time point," he told Reuters.

(AP) ? The number of Americans seeking unemployment aid fell last week to the lowest level in five years, evidence that employers are cutting fewer jobs and may step up hiring.

The Labor Department said Thursday that weekly unemployment benefit applications dropped 5,000 to a seasonally adjusted 330,000. That's the fewest since January 2008.

The four-week average, a less volatile measure, fell to 351,750. That's also the lowest in nearly five years.

The decline may reflect the government's difficulty adjusting its numbers to account for layoffs after the holiday shopping season. Layoffs spike in the second week of January and then plummet. The department seeks to adjust for those seasonal trends, but the figures can still be volatile.

If the trend holds up, fewer applications would suggest the job market is improving.

"Encouraging news on the U.S. jobs front, even when you remove all of the noise," said Jennifer Lee, an economist at BMO Capital Markets. "Weekly data are noisy, particularly at this time of year, so keep that in mind."

Applications are a proxy for layoffs. They have fluctuated between 360,000 and 390,000 for most of last year. At the same time, employers added an average of 153,000 jobs a month. That's just been enough to slowly push down the unemployment rate, which fell 0.7 percentage points last year to 7.8 percent.

There have been other positive signs for the economy and job market.

The once-battered housing sector is recovering, which is boosting construction and home prices. Home builders started work in 2012 on the most new homes in four years. And sales of previously occupied homes reached their highest level in five years last year. Still, home building and sales remain below the levels consistent with a healthy economy.

More home building will likely increase job growth. In December, the economy gained 30,000 construction jobs ? the most in 15 months. And economists expect construction firms to add more jobs this year as the housing recovery strengthens.

Patrick Newport, an economist at IHS Global Insight, forecasts that construction companies will add 140,000 jobs this year, up from a meager 18,000 in 2012.

The number of people continuing to claim benefits is also falling. There were nearly 5.7 million people receiving unemployment aid in the week ended Jan. 5, the latest data available. That's down from almost 5.9 million in the previous week.

The overall economy grew at an annual rate of 3.1 percent in the July-September quarter. But economists believe activity slowed considerably in the October-December quarter to a rate below 2 percent or less, in part because companies cut back on restocking.

Less restocking leads to slower factory production, which weighs on economic growth.

How the universe has cooled since the Big Bang fits Big Bang theory

Jan. 22, 2013 ? Astronomers using a CSIRO radio telescope have taken the Universe's temperature, and have found that it has cooled down just the way the Big Bang theory predicts.

Using the CSIRO Australia Telescope Compact Array near Narrabri, NSW, an international team from Sweden, France, Germany and Australia has measured how warm the Universe was when it was half its current age.

"This is the most precise measurement ever made of how the Universe has cooled down during its 13.77 billion year history," said Dr Robert Braun, Chief Scientist at CSIRO Astronomy and Space Science.

Because light takes time to travel, when we look out into space we see the Universe as it was in the past -- as it was when light left the galaxies we are looking at. So to look back half-way into the Universe's history, we need to look half-way across the Universe.

How can we measure a temperature at such a great distance?

The astronomers studied gas in an unnamed galaxy 7.2 billion light-years away [a redshift of 0.89].

The only thing keeping this gas warm is the cosmic background radiation -- the glow left over from the Big Bang.

By chance, there is another powerful galaxy, a quasar (called PKS 1830-211), lying behind the unnamed galaxy.

Radio waves from this quasar come through the gas of the foreground galaxy. As they do so, the gas molecules absorb some of the energy of the radio waves. This leaves a distinctive "fingerprint" on the radio waves.

From this "fingerprint" the astronomers calculated the gas's temperature. They found it to be 5.08 Kelvin (-267.92 degrees Celsius): extremely cold, but still warmer than today's Universe, which is at 2.73 Kelvin (-270.27 degrees Celsius).

According to the Big Bang theory, the temperature of the cosmic background radiation drops smoothly as the Universe expands. "That's just what we see in our measurements. The Universe of a few billion years ago was a few degrees warmer than it is now, exactly as the Big Bang Theory predicts," said research team leader Dr Sebastien Muller of Onsala Space Observatory at Chalmers University of Technology in Sweden.

Yes, it was a joke by Supreme Court's Thomas

WASHINGTON (Reuters) - When Supreme Court Justice Clarence Thomas broke his nearly seven-year silence during oral arguments last week, there was much speculation about what exactly he said. Just four cryptic words appeared in the court's unofficial transcript.

Now it can be told: It was nine words and apparently a joke.

The court on Wednesday issued a revised transcript that suggests Thomas, a graduate of Yale Law School, uttered a light-hearted jest about a lawyer who once attended his alma mater's archrival, Harvard.

At the January 14 argument, the justices considered the qualifications of two court-appointed lawyers, one from Harvard and one from Yale, who had once represented a Louisiana death penalty defendant. It was a side issue as the court weighed whether the defendant was denied a speedy trial.

The revised transcript shows that the lawyer representing Louisiana, Carla Sigler, called the Yale-educated lawyer a "very impressive attorney" and the Harvard-educated lawyer "very exceptional."

That prompted Thomas to weigh in. "Well, there - see he did not provide good counsel," he said.

The original transcript had Thomas saying "Well - he did not" but it was hard to make out the words because there was much courtroom laughter and cross-talk among the justices.

Sigler seemed to hear what was said. "I would refute that, Justice Thomas," she gently responded. Later, she said that she went to Harvard too.

All nine current justices attended or graduated from either Harvard or Yale law school.

Kathy Arberg, a court spokeswoman, said the company that produces the transcripts routinely reviews their contents, including by checking audio recordings of the oral arguments.

"Presumably the revision was the result of its own standard procedures," she said.

Stephen Singer, the Harvard lawyer being discussed by the justices, did not immediately respond to a request for comment.

Thomas has long been critical of Yale Law School, having written in his memoir of once affixing a 15-cent price sticker to his 1974 diploma and storing it in his basement. In recent months he has taken steps toward reconciliation.

He has in the past given various reasons for his quietness on the bench, including a preference for listening and the volubility of his colleagues.

Regardless, the revised transcript shows that Thomas did not ask a question. He has not asked one from the bench since a February 22, 2006, oral argument. That streak continues.

Tumors evolve rapidly in a childhood cancer, leaving fewer obvious tumor targets

An extensive genomic study of the childhood cancer neuroblastoma reinforces the challenges in treating the most aggressive forms of this disease. Contrary to expectations, the scientists found relatively few recurrent gene mutations?mutations that would suggest new targets for neuroblastoma treatment. Instead, say the researchers, they have now refocused on how neuroblastoma tumors evolve in response to medicine and other factors.

"This research underscores the fact that tumor cells often change rapidly over time, so more effective treatments for this aggressive cancer will need to account for the dynamic nature of neuroblastoma," said study leader John M. Maris, M.D., director of the Center for Childhood Cancer Research at The Children's Hospital of Philadelphia (CHOP).

Striking the peripheral nervous system, neuroblastoma usually appears as a solid tumor in a young child's chest or abdomen. It comprises 7 percent of all childhood cancers, but causes 10 to 15 percent of all childhood cancer-related deaths. Neuroblastoma is notoriously complex, with a broad number of gene changes that can give rise to the disease.

Maris headed the multicenter research collaborative, the TARGET (Therapeutically Applicable Research to Generate Effective Treatments) initiative, which released its findings today in Nature Genetics. This largest-ever study genomic study of a childhood cancer analyzed DNA from 240 children with high-risk neuroblastomas. Using a combination of whole-exome, whole-genome and transcriptome sequencing, the study compared DNA from tumors with DNA in normal cells from the same patients.

Researchers at CHOP and other centers previously discovered neuroblastoma-causing mutations, such as those in the ALK gene. In the subset of patients carrying this mutation, oncologists can provide effective treatments tailored to their genetic profile.

"A few years ago, we thought we would be able to sequence the genomes of individual patients with neuroblastoma, detect their specific cancer-causing mutations, and then select from a menu of treatments," said Maris. The oncology researchers designed the TARGET study to perform genomic analyses of a large cohort of high-risk neuroblastoma patients, with the goal of mapping out a limited number of treatment strategies. This approach would represent a significant step forward in personalizing neuroblastoma therapy.

However, while the researchers confirmed that roughly 10 percent of the study's neuroblastoma patients had ALK mutations, and found that a handful of other gene mutations each accounted for percentages in the single digits, there were relatively few recurrent mutations in somatic (non-germline) cells. "The relative paucity of recurrent mutations challenges the concept that druggable targets can be defined in each patient by DNA sequencing alone," wrote the authors.

In the absence of frequently altered oncogenes that drive high-risk neuroblastomas, the authors concluded that most such cases may result from other changes: rare germline mutations, copy number variations and epigenetic modifications during tumor evolution.

"Personalized medicine is more complex than we had hoped," said Maris. "While there are successes such as those in treating patients whose tumors harbor ALK mutations, this study implies that we must think very differently about how we'll use genomics to define treatment." Maris added that neuroblastoma researchers may need to turn to functional genomics, learning which tumors will or won't respond to treatments, as well as going beyond a static picture of a cancer cell with fixed genetic contents, to devising interventions to deal with dynamic tumor cells that evolve during nervous system development.

Researchers from Eindhoven University of Technology and Hong Kong Polytechnic have leveraged those temperature swings to help solve the arid region hydration conundrum with a cotton material that absorbs water straight from the surrounding air. Of course, it's not your run-of-the-mill fabric woven from fluffy white stuff. This cloth is coated in a special polymer, called PNIPAAm, that's hydrophilic (read: super absorbent) at temperatures 34°C and below, but becomes hydrophobic (read: repels water) when it gets any hotter.

In absorption mode, the cloth can hold 340 percent of its own weight -- compared to just 18 percent without the polymer's aid -- and when it warms up, it releases the collected moisture as clean and pure potable water. So, it can help hydrate both plants and people in desert regions around the world. The boffins who created the stuff claim it's reusable and can be used on locally-sourced cotton fabrics for a minimal, 12 percent cost increase given current manufacturing conditions. Not impressed? Well, the magical moisture-absorbing material may get even better, as the plan is to increase the amount of water the material can hold and lower the temperature threshold for its release.

At least 13 suspected al-Qaida men killed in Yemen

SANAA, Yemen (AP) ? A Yemen security official says an explosion in the province of Bayda has killed at least 13 suspected al-Qaida militants.

The official in Bayda's capital city of Radda says the explosion went off in a house owned by a known al-Qaida operative, Ahmed Abdullah Deif-Allah Al-Zahab. It appeared to be an accident.

Residents were barred Sunday from approaching the scene of the incident by militants with links to al-Qaida, the official said.

Early last year Al-Qaida's Yemen-based branch briefly seized the town of Radda, an outpost 160 kilometers (100 miles) south of the capital.

The group is active in southern Yemen and has launched deadly attacks against the military since it lost control of key southern cities it overran in 2011.

(AP) ? Latinos are taking a more prominent role in President Barack Obama's second inauguration, from the first Hispanic Supreme Court justice swearing in the vice president to a star-studded celebration of Latino culture.

Eva Longoria, a co-chairwoman for Obama's campaign, is hosting a salute to the president Sunday evening. Antonio Banderas, Rosario Dawson, Marc Anthony and other entertainers are scheduled to appear at the event, called the "Latino Inaugural 2013: In Performance at the Kennedy Center." San Antonio Mayor Julian Castro will address the audience.

Meanwhile, Justice Sonia Sotomayor administered the oath of office Sunday morning to Vice President Joe Biden.

Longoria says this is her first time attending an inauguration. She told ABC's "This Week" she will advocate on public policy and that everyone should be civically engaged.

Taking Pets to Hawaii ? Quarantine Not Required, But It Is an ... - Blogs

A bit of work to get here, but oh so worth it!

As I sat in the Honolulu Animal Quarantine waiting room with several other equally frazzled pet owners, a very unfortunate young man was trying to get his dog released but lacked the ability to pay the $165 fee.? He explained how he?d lost everything to theft, didn?t have the cash or i.d. needed, and couldn?t get to a friend on the island and back in time to keep from having his dog moved to the quarantine station.? He was upset but pleasant, the officials were empathetic, but it was a no go.

At that point the woman sitting next to me ? who herself had experienced an arduous journey with a dog and cat ? asked how much money he needed. Tired, aggravated, and flushed from the heat she muttered something under her breath then stood up, walked over to the window and said (with an expletive or two) that she would pay for the release of the dog.? Without pause she counted out the cash as we cheered.? She accepted the gratitude and a hug from the young man, and when he offered to pay her back she just told him to pay it forward.

That generous and kind person is now becoming a resident of Hawaii, and she is a stellar example of the type of person who would never have come here had the new rules not made it possible for her to bring her pets, leaving the state poorer for turning away people like her.? So why is it difficult for pet owners to move to Hawaii?

Back in 1912 Hawaii established a 120 day quarantine policy for carnivorous animals in order to keep rabies out of what was then the Territory of Hawaii.? The rules remained unchanged when Hawaii became the 50th state in 1959 up until 1997 when a 30 day quarantine went into effect ? more lenient, but still a stumbling block for many pet owners.

In 2003 the present ?five days or less program? replaced the need to quarantine pets in Hawaii at all, much to the relief of people who previously found the options of lengthy quarantine or giving away their pets equally untenable.? The new policy is also more in keeping with the warm, friendly and family oriented culture of Hawaii, so it just makes sense all the way around ? yet Hawaii must still be strict to keep the state rabies-free.

Hawaii now puts the burden of proof on the shoulders of pet owners, and they provide clear yet inflexible guidelines on exactly how to go about bringing pets into the state.? It is a lengthy process which can be complicated, and woe to anyone who misses a deadline ? but with careful planning anyone can do it.

The Hawaii State Department of Agriculture Animal Quarantine outlines the process in detail, but here are the main points:

  • Allow at least five months, even though the waiting period is 120 days. The waiting period starts after all the shots and blood work is done and received.
  • Dogs and cats will need original records of vaccinations signed by a veterinarian, and this can be hard to obtain if you have been lax about shots or have moved.
  • After the animals have two rabies vaccinations at least 30 days apart, the blood work is sent to the lab to be checked, and the results are then sent to Hawaii.? At that point you can find out online when the first day your pet is allowed into the state.
  • No more than 14 days before the pets arrive in Hawaii a veterinarian must apply a certain flea/tick preparation to the animals, and no more than 10 days before the vets must prepare a health certificate. Note that these are for the dates you are actually traveling.
  • Pets must arrive by 3:30 pm in order for them to be released directly, otherwise they are transferred to the quarantine site and held up to 5 days (for the ?five days or less? option, which costs $225).

The next hurdle is getting your pet there ? the airlines can only accommodate a few pets on each flight, whether they fly in the passenger compartment, as baggage, or as cargo. Because the pets must get to Hawaii in the afternoon, the morning flights from the mainland book the animal spaces early, and information about pet bookings will not show up when you look online for tickets.

You must make sure that the health certificate includes a statement by the vet that states that your pet can withstand temperatures of 45 degrees, and some airlines will demand a letter to this effect by the vet.? This is because the airlines have made changes to make sure that all pets arrive safely and in good health and can tolerate the cooler (but still climate controlled and pressurized) environment of the cargo hold.? Oddly enough, they do not require anything stating that the animals can withstand high temperatures even though dogs are documented to have died of heat stroke on flights.

If you are flying a big dog (more than 29? from the top of the head to the ground) you may not be able to fly them as baggage on your flight or even as cargo because some plane cargo doors are too small to fit a larger crate.? If you don?t want your dog flown all over and kenneled overnight in some strange city, you must figure out which airlines will fly pets nonstop and still get them to Hawaii by 3:30.

Hawaiian Airlines does not take any dog over 70 lbs as baggage. They can fly a larger dog as cargo (which costs several times as much, even on the same flight), but you must arrange to have a backup contact in Hawaii in case your own flight is delayed.

Alaska, United, and Delta currently either don?t have flights that arrive in time (from Seattle) or have no capacity to fit a large crate, but flights on some of these airlines are available with smaller pets.? All airlines are not equal when it comes to safely transporting animals, so definitely spend time finding out which are the best.

Cats are easier to ship than all but the tiniest dogs, and the cost to fly them varies with airlines, but the airlines allow on a few animals of any kind on each flight (ie three or less). You will have to take them out of their carry-on container and hold them when you go through the security scanners, and because ? unbelievably ? people use pets to smuggle all kinds of things, further tests may be performed to make sure that your pet is not carrying drugs or other contraband. So if your cat will be freaked out by this, do bring a leash of some sort so that the cat can?t get away ? remember, you will be standing there in bare feet with your valuables in bins, and chasing a frightened cat is a nightmare at best

The pets flying as luggage or cargo will need to get to the airport at least three hours early in some cases, and it is advised that you find deep water bowls and freeze water in them overnight so that the pets have water available on the flight as the ice melts.? You are permitted to put any kind of soft bedding in that is absorbent, and familiar blankets etc is always a good idea.

My experience:

Overall, it was very positive.? My big dog had to fly cargo on Hawaiian, but they carefully explained their requirements in advance, offered tips to make the pet comfortable, and were friendly.? We were at the airport by 5:30 a.m. to get the dog settled for a 9 a.m. flight.? My cat flew with me as a carry on baggage on Alaska Airlines, and although it was cramped to have her at my feet and my overstuffed large handbag on my lap for six hours it was doable, and the cat was quiet. I arrived in Honolulu about the same time as my dog, and was met at the gate by an official who took the cat to the quarantine office.

Some glitches with family schedules meant that I had to plan last minute alternatives causing me to spend hours on the phone with the airlines, but as it turns out it prevented larger problems since the pet spaces were already booked on the original flights, which would not have accommodated my large dog.

A huge thing to note: the reservation agents often don?t know or don?t understand the pet flight rules themselves.? You need to check and double check the facts.

Finding the Animal Quarantine in Honolulu Airport was not straightforward, even though an agent met me at the gate.? This was experienced by others from different flights as well but is not a big deal unless you are short on time.? The agents in the quarantine office were very pleasant, and watched my bags when I went to pick up the rental car.? I had reserved a minivan in order to make sure that the dog?s crate fit, which turned out to be good because they will not let you take the animals out of the crate while at the airport.

Here were the highlights:

The wonderful, friendly, pet loving staff at the Edgewater Hotel where I stayed with the dog and cat in order to make the early flight. They were not bothered by the chaotic nature of my arrival, didn?t bat an eyelash at the battered old suitcase I brought, they lavished the dog with attention, and were careful with the cat. They took the pet water bowls to the staff lounge and froze them overnight and made sure we had them following the 3:30 a.m. wake up call the morning of my flight. I repacked my bags and left unwanted clothes etc, as well as the disposable litter pan and got no complaints. With winter rates and because pets stay free of charge it was competitively priced, and it felt like a luxurious reward after the packing, moving, planning, and traveling with the pets, but the whole experience was so positive and the staff so professional and friendly that I would do it again even at standard rates.

The vets at NW Veterinary Hospital who squeezed my dog in for the ?letter of acclimation? at the last minute, examined my dog and certified that he could withstand 45 degree temperature, and didn?t charge.

Learning that my cat, who turns into a whirling dervish of teeth and claws in the hands of strangers would be completely docile when I held her for exams and through airline security.

The Edgewater staff, the vets, the inspirational woman named Sandy who helped the young man get his dog from quarantine, the wonderful people where I live who offered to pick me up at the airport and welcomed me with flowers and a nice dinner, and my son who took a couple of days off work to help get me to two airlines with two pets on time, all helped transform what seemed to be an ordeal into what is turning out to be a wonderful adventure.

So to sum it up ? allow plenty of time, read the fine print, double check the airlines, make sure you prepay all fees or arrive with cash, do what you can to make yourself comfortable, and enjoy your new adventure!
