The Emerald Inn, the Upper West Side bar that was the setting for a scene in the movie ?The Apartment,? is moving to the site of a bar that figured in another, much darker, movie, ?Looking for Mr. Goodbar.?

The Emerald, as regulars call it, had announced its closing last month. Charlie Campbell, whose grandfather opened the bar during World War II, said the landlord had asked for double the current rent of $17,500 a month. Mr. Campbell said he could not afford that.

He said on Wednesday that he had gotten a deal to move to the ground-floor space at 250 West 72nd Street, between Broadway and West End Avenue, that was once occupied by a bar called W.M. Tweeds.

It was there, on New Year?s Day in 1973, that a schoolteacher who was a regular customer walked in for a drink and walked out with another customer. They went to her apartment, where he raped and killed her. The incident served as the basis for a novel by Judith Rossner that was published in 1975 and for a film that was released in 1977. It starred Diane Keaton and Richard Gere.

Tweeds ? a play on the name of the Tammany Hall boss, William M. Tweed ? closed after the murder and reopened as the All State Caf?. But the All State Caf? closed in 2007, itself a victim of a rent increase. Another bar, P.D. O?Hurley?s, took over the space last fall, promising moderately priced ?comfort food and good drinks? and live music on Saturday nights, according to its Facebook page. It closed by mid-February.

Mr. Campbell said he would pay ?relatively the same rent but have much more space? in the new location. ?My plan is making it a sports bar,? he said. ?I?m going to put TVs up in the back room.?

He said it would open on June 1. The Emerald on Columbus Avenue will close by April 30, he said.

The old Emerald was a longtime haunt for ABC News personalities ? the network?s headquarters are a few blocks away ? and was the backdrop for the Christmas Eve scene in ?The Apartment.? Jack Lemmon, drowning his sorrows at the bar, was oblivious as Hope Holiday shot straw-paper wrappers at him. Finally she took the seat next to him and offered a deal: She would put some music in the jukebox if he would buy her a drink. The song was ?O Come All Ye Faithful.? The drink was a rum Collins.

Although the Web site West Side Rag reported on Thursday night that the Emerald was moving, it was about an hour after Mr. Campbell had said his new landlord had yet to receive the $100,000 deposit that would clinch the deal.

Mr. Campbell said on Friday morning that the check still had not been delivered. When he was asked whether the deal was still on, he said, ?I believe so, yes.?

Robert Zildjian, Sabian cymbal manufacturer, dies

BOSTON (AP) -- Robert "RZ" Zildjian, founder of the Sabian Inc. musical cymbal manufacturing company, has died. He was 89.

Sabian announced Zildjian's death on its website Thursday. The firm was closed until Monday and the company announcement had no details about his death.

Zildjian founded Sabian in 1981 after a legal battle with his brother, Armand, over their inheritance of the family business, Avedis Zildjian Co., a major cymbal maker. The companies remain competitors.

The family's U.S. business was founded in the Boston area in 1928 by their father, Armenian immigrant Avedis Zildjian, and a great-uncle. The rock 'n' roll era brought an expanding demand for its percussion products.

RZ Zildjian began working for his father as a teenager and set up a subsidiary, AZCO, in Meductic, New Brunswick, Canada, in 1968.

HP Pocket Playlist


The HP Pocket Playlist ($129 direct) is a 32GB flash drive that can be used to carry extra media files that won't fit on your phone or tablet. Whether it's because you bought the cheaper 8GB phone, or that your 64GB of stoarage space is already filled up, The Pocket Playlist is can hold movies, music, and photos that can be shared with a half-dozen friends simultaneously. All in all it's not bad if all you need is a pocket full of Marvel comic book movies, but you'll probably get a better bang for the buck from a hard drive-equipped media drive.

Design and Features
The Pocket Playlist is about the size of a mid-tier smartphone, measuring 0.35 by 2.5 by 4.75 inches (HWD), and it looks like one too, albeit one without a screen. Its casing is made of glossy black polycarbonate, with three physical switches and buttons on one edge, and two LED indicators for power and Wi-Fi status. It only weighs 2.24 ounces, so it will slip easily into your jeans pocket and not weigh it down too much. Last but not least, there's a micro-USB port on the bottom of the drive, for charging and transferring your content. The Pocket Playlist is similar in size to the Kingston Wi-Drive ($129.99): both are flash storage-based wireless drives. The Pocket Playlist comes with both an AC adapter and a car charger to keep the internal battery topped up.

The Pocket Playlist comes with an installer CD, which puts a copy of Arcsoft Media Converter on your PC. You can then use Media Converter to transcode media files like videos so they will play on your mobile devices. The program has presets for iOS devices, as well as generic settings for Android phones and tablets. If your files are in iTunes or another media library they most likely are already in the correct format. Copying files to the Pocket Playlist is a simple drag-and-drop affair, open the drive in Windows Explorer or in Mac OS Finder and copy stuff over manually via USB or wirelessly (more on that below). The drive is formatted FAT32, so it will work with both Mac OS and Windows out of the box. However, since the drive is FAT32, you're limited to a 4GB file size. Other wireless media drives like the Editors' Choice for wireless media drives Seagate Wireless Plus ($199.99) come formatted NTFS to allow for larger files. The Seagate comes with an NTFS utility for Macs, so Mac users aren't in a bind there. Seagate also packs in a media sync utility, so you don't have to search your computer for media files to put on your wireless drive.

To get the files over, you need to either connect the drive physically via USB or use the drive's built-in Wi-Fi router to connect to its built-in network. Wi-Fi is obviously slower, but is usable out in the field when you don't have the USB cable handy. One nit to pick is the physical switch that denotes operation via USB or Wi-Fi. If you put the drive in your bag and the switch is in the wrong position, you'll have to take it back out to use the drive over Wi-Fi. Drives like this should be intelligent enough to know which connection is active.

If you are using a portable or permanent hotspot, you can set the Pocket Playlist to pass Internet traffic through. Essentially, this means that the Pocket Playlist is connected to the hotspot and you phones and tablets are hooked to the Pocket Playlist. It's a good workaround that lets you still connect to the Internet while sharing the files on the drive. If you're in the middle of nowhere with no Internet signal, you can still serve the files locally to your devices.

A plus in favor of the Pocket Playlist is the drive's self-cataloging. You can drop files several folders deep on the drive, and the built-in file server will pick them out and display them in categories (movies, photos, music) on the Pocket Playlist's Android or iOS app. This is a better way to navigate your media files, and much better than the method on the Corsair Voyager Air ($219.99), which requires you to manually dig and find files in individual folders strewn about the drive.

The HP Pocket Playlist is a lightweight wireless media drive for people that need just a bit more storage for their smartphones and tablets. It can be used while travelling, or to share a media among a small group of people in an office or coffee shop. It's not bad, but there are better solutions like the Editors' Choice Seagate Wireless Plus that gives you a full Terabyte of storage and much better file management.

In times of financial panic, like when you realize your credit card payment is overdue, the Pageonce mobile app (free) proves its worth. The free app, available for Android (the focus of this review), iPhone, Windows Phone 7, and BlackBerry, lets you see a snapshot of all your account balances and upcoming bills, with bill-payment functionality included, too. You can manage payments to credit card companies, utility providers, lenders, and even small proprietors, such as your landlord.

Don't mistake Pageonce for a complete financial management tool, though. You won't find in it budgeting tools or detailed information about your spending habits, something Editors' Choice Mint.com (free, 5 stars) provides through a fully automated site and mobile app. If your goal is to get a handle on your money, I highly recommend dedicating yourself to Mint. Pageonce is more for checking in on your financial situation and making quick corrections when you need to pay bills. It has one or two other miscellaneous features thrown in, such as the ability to see at a glance many of your travel reward program balances, but the core Pageonce experience on Android is to answer the question, "Do I have enough money in the right places right now?"

Fully Free
It may be worth pointing out that Pageonce formerly locked some features behind a paid Gold membership, but the company has done away with this premium tier. All Pageonce's features and functionality are now totally free.

You can set up a Pageonce account either right on your Android device or from the full Pageonce.com website?and while we're on that subject, I should note that in my review of Pageonce, I point out that the mobile apps meet a need more than the website does. For setting up your accounts, it helps to have a full screen, keyboard, mouse, and additional browser tabs at the ready. But in actually getting use out of Pageonce, I wholly prefer the mobile app over the site. I think the former meets a consumer need better than the latter.

App Features
Inside the Android app, a plus sign at the top of the screen is your key to adding more accounts. Connect any kind of financial account?savings, checking, investment, retirement, loan?and the balance will be counted toward your Pageonce net worth (updated once daily, with a manual refresh option included). As mentioned, you can also connect to online accounts for bills, be they for insurance policies, Internet service, gas and electricity, or phone service. Whenever one of these bills or your credit card bill is near due, Pageonce will let you know via an alert, shown at the bottom of the screen.

The app's main dashboard shows totals for available cash, bills owed and minimum payment due, investment balances, credit card debt, offers (essentially, advertisements for financial services), and Credit Guard (an offer for a credit report and protection service). These six items appear as easy-to-access tiles on the main dashboard.

Other buttons at the top let you manage existing connected accounts, view reports, access your settings, and add new accounts.

The reporting section contains a few interesting bits of information, such as a "file cabinet" that houses previous bill statements, although in testing the app, only two of my connected accounts put any information here, even though I had at least two more accounts that generate a monthly statement.

Another sub-section to the Reports page shows "all your account transactions." This area proves useful when you need to quickly check to see what changed recently in an account if the balance seems off from what you expected it to be. Also under the Reports page is payment history, although it doesn't contain any information prior to the date you connected your financial accounts to Pageonce. And finally, there's "Where your money's going," the place you can actually find real reports. Pie charts and tables detail your expenditures into five simple categories: bills and utilities; insurance; credit cards; loans; and other. In my testing, I found the report just didn't accurately capture what I truly wanted to know about my spending habits, like if I spend much more than I realize eating out, and whether I might be able to cut back on that kind of unnecessary expense to fund something else I need or want. Mint not only has those features, but it does most of the work for me in terms of identifying different kinds of credit card charges.

Bill Pay
The bill pay function is what makes Pageonce worthwhile for some people, namely, those who forget to pay their bills until the day before they're due (or later). ?

You can pay a bill, right from within the app, but the very first time you do so, it isn't exactly a one-two-three process (it does become more streamlined afterward, though). Let's say you want to pay your upcoming credit card bill. First, you have to enter the full credit card account number, even if that card is already connected to Pageonce. Second, you have to enter the complete information, meaning account and routing numbers, from the checking account you want to use to pay. Also, it can take up to two business days for a payment to process. That's typically of any online payment you initiate, however, so it's the same results you'd see from making an online payment right from your service provider's website.

One minor problem: In my account, I had one bill payment already scheduled (which I did outside Pageonce), but Pageonce had no knowledge of it, so had I not been careful, I might have tried to pay the same bill twice and double-taxed my own checking account. One thing I've always appreciated about one particular credit card company's online user account experience is that it pops up a warning if I try to schedule a payment within three days of an existing scheduled payment. You wouldn't believe how often I try to pay my bills more than once.

Security
Pageonce has good security measures in place to keep your financial information safe. You can't transfer money using Pageonce, so no one else can move your money through this service either. All your account info is kept under lock and key. Similar to Mint.com, Pageonce doesn't store any information on the phone itself, and uses bank-level encryption.

The app has a four-digit PIN, which you enter every time you exit the app or your phone goes on standby. Furthermore, Pageonce is VeriSign Secured (i.e., tested and approved by Norton) and TrustE approved.

Pageonce in a Pinch
The Pageonce Android app delivers on its promise to quickly show you your account balances as well as set up a bill to be paid on the fly when you forget to do it ahead of time. If you're the kind of person always getting hit by late charges, give Pageonce a try. But if you're looking for real guidance about how to manage your money and debts, put yourself in the hands of Editors' Choice Mint.com.

Malala Yousafzai, shot for defying Taliban, to write book

LONDON (AP) ? Malala Yousafzai, the Pakistani teenager shot in the head by the Taliban as she returned home from school, is writing a book about the traumatic event and her long-running campaign to promote children's education.

Publisher Weidenfeld and Nicolson announced that it would release "I am Malala" in Britain and Commonwealth countries this fall. Little, Brown and Co. will publish the 15-year-old's memoir in the United States and much of the rest of the world.

"Malala is already an inspiration to millions around the world. Reading her story of courage and survival will open minds, enlarge hearts, and eventually allow more girls and boys to receive the education they hunger for," said Michael Pietsch, executive vice president and publisher of Little, Brown.

A Taliban gunman shot Malala on Oct. 9 in northwestern Pakistan. The militant group said it targeted her because she promoted "Western thinking" and, through a blog, had been an outspoken critic of the Taliban's opposition to educating girls.

The shooting sparked outrage in Pakistan and many other countries, and her story drew global attention to the struggle for women's rights in Malala's homeland. The teen even made the shortlist for Time magazine's "Person of the Year" in 2012.

Malala was brought to the U.K. for treatment and spent several months in a hospital undergoing skull reconstruction and cochlear implant surgeries. She was released last month and has started attending school in Britain.

Malala said in a statement Wednesday that she hoped telling her story would be "part of the campaign to give every boy and girl the right to go to school.

"I hope the book will reach people around the world, so they realize how difficult it is for some children to get access to education," she said. "I want to tell my story, but it will also be the story of 61 million children who can't get education."

Publishers did not reveal the price tag for the book deal, estimated by the Guardian newspaper at 2 million pounds ($3 million).

Link between faster 'biological' aging and risk of developing age-related diseases

Mar. 27, 2013 ? An international team of scientists led by the University of Leicester has found new evidence that links faster 'biological' ageing to the risk of developing several age-related diseases -- including heart disease, multiple sclerosis and various cancers.

The study involved scientists in 14 centres across 8 countries, working as part of the ENGAGE Consortium (list of research teams is give below). The research is published online today (27th March) in the journal Nature Genetics.

The project studied a feature of chromosomes called telomeres. Telomeres sit on the end of our chromosomes -- the strands of DNA stored in the nucleus of cells. The telomeres shorten each time a cell divides to make new cells, until they reach a critical short length and the cells enter an inactive state and then die. Therefore telomeres shorten as an individual gets older. But, individuals are born with different telomere lengths and the rate at which they subsequently shorten can also vary. The speed with which telomeres wear down is a measure of 'biological ageing'.

Professor Nilesh Samani, British Heart Foundation Professor of Cardiology at the University of Leicester and Director of the National Institute for Health Research (NIHR) Leicester Cardiovascular Biomedical Research Unit, who led the project said: "Although heart disease and cancers are more common as one gets older, not everyone gets them -- and some people get them at an earlier age. It has been suspected that the occurrence of these diseases may in part be related to some people "biologically" ageing more quickly than others."

The research team measured telomere lengths in over 48,000 individuals and looked at their DNA and identified seven genetic variants that were associated with telomere length. They then asked the question whether these genetic variants also affected risk of various diseases. As DNA cannot be changed by lifestyle or environmental factors, an association of these genetic variants which affect telomere length with a disease also would suggest a causal link between telomere length and that disease.

The scientists found that the variants were indeed linked to risk of several types of cancers including colorectal cancer as well as diseases like multiple sclerosis and celiac disease. Most interestingly, the authors found that in aggregate the seven variants also associated with risk of coronary artery disease which can lead to heart attacks.

Professor Samani added: "These are really exciting findings. We had previous evidence that shorter telomere lengths are associated with increased risk of coronary artery disease but were not sure whether this association was causal or not. This research strongly suggests that biological ageing plays an important role in causing coronary artery disease, the commonest cause of death in the world. This provides a novel way of looking at the disease and at least partly explains why some patients develop it early and others don't develop it at all even if they carry other risk factors."

Dr Veryan Codd, Senior Research Associate at the University of Leicester who co-ordinated the study and carried out the majority of the telomere length measurements said: "The findings open of the possibility that manipulating telomere length could have health benefits. While there is a long way to go before any clinical application, there are data in experimental models where lengthening telomere length has been shown to retard and in some situations reverse age-related changes in several organs."

Oil Addiction, Not Fracking, Caused the 2011 Oklahoma Earthquakes

Earthquakes have become more than 10 times more common in normally quiescent parts of the U.S., such as Ohio and Oklahoma, in the past few years. Given the simultaneous uptick in fracking?an oil and gas drilling technique that involves fracturing shale rock deep underground with the use of a high pressure water cocktail?it?s common to suspect a link. There might be one, but the real culprit behind the largest earthquake in Oklahoma?s recorded history is not what goes down but what comes up with the oil: wastewater.

Oklahoma has long benefited from a robust oil industry. One of the side effects of oil production is that a lot of water flows back to the surface with the petroleum. That flowback water must be disposed of, because it is laced with all kinds of contaminants the liquid solvent has picked up during its long residence deep underground, ranging from trace amounts of radioactive elements to lots of salt.

In Oklahoma and in much of the rest of the country, the most common burial ground for such wastewater?whether we?re talking oil or gas?is a disposal well back underground. Oil producers in central Oklahoma had been using this approach for 18 years when a swarm of powerful earthquakes rumbled across the countryside starting on November 5, 2011. The biggest temblor, a magnitude 5.7 felt as far away as Milwaukee, was linked to pumping yet more wastewater down old oil wells in the vicinity. (The wastewater pumping there continues despite the quakes.)

According to a new study published online March 26 in Geology, the earthquake was indeed caused by filling up the old oil cavities with water until there was simply too much pressure on the surrounding rock. Records showed that after years of requiring little pressure to dump the wastewater, oil operators recently have had to actively pump the water down the old wells to overcome a more than 10-fold increase in underground pressure, which peaked at 3.6 megapascals, or 525 pounds-per-square-inch. That?s because the volume of wastewater pumped down had exceeded the volume of oil extracted, suggests the team of researchers from the University of Oklahoma, Columbia University and the U.S. Geological Survey. That increased pressure then caused the rock to jump along a pre-existing fault, known as the Wilzetta Fault.

Similar wastewater quakes have struck from Ohio to California?and abroad in the past few decades. And with the rapid expansion of fracking for oil and natural gas for??contributing an ever-growing volume of wastewater, unregulated dumping down disposal wells could lead to similar quakes elsewhere unless new treatment methods can be found. Or oil and gas operators could be required to avoid dumping near known faults. Operators also could provide a record of fluid volumes and the pressures they encounter deep underground?a potential warning sign. If the new research is correct, the earthquake near Prague, Okla., now stands as the largest earthquake ever recorded as a result of fluid injection.

And the Wilzetta Fault remains under pressure from local dumping despite the recent earthquake, which buckled pavement and destroyed 14 homes. Our fossil fuel addiction means there?s a lot of wastewater to get rid of and a lot of questions about whether it can be safely dumped underground.

U.N.'s Ban recommends African troops in Mali become peacekeepers

UNITED NATIONS (Reuters) - An African force currently in Mali should be converted into a U.N. peacekeeping operation and a separate combat force should be created to confront Islamist threats, U.N. Secretary-General Ban Ki-moon recommended to the Security Council on Tuesday.

The U.N.-backed African force in Mali is due to take over from France when it starts withdrawing its 4,000 troops from the country in late April.

In a report to the 15-member Security Council, Ban recommended that the African force, known as AFISMA, become a U.N. peacekeeping force of some 11,200 troops and 1,440 police - once major combat ends.

To tackle Islamist extremists directly, Ban recommended that a so-called parallel force be created, which would work in close coordination with the U.N. mission.

Diplomats have said France is likely to provide troops for the smaller parallel force, which could be based in Mali or elsewhere in the West Africa region.

"Given the anticipated level and nature of the residual threat, there would be a fundamental requirement for a parallel force to operate in Mali alongside the U.N. mission in order to conduct major combat and counter-terrorism operations," Ban wrote.

The parallel force would not have a formal U.N. mandate, though it would be operating with the informal blessing of the Security Council. The report did not specify a time limit for the mission.

The Security Council was due to be briefed on Wednesday on Ban's recommendations and diplomats hope a vote to approve the peacekeeping force can take place by mid-April.

France began a military offensive in January to drive out Islamist fighters, who had hijacked a revolt by Mali's Tuareg rebels and seized two-thirds of the West African country. Paris said Mali's vast desert North was in danger of becoming a springboard for extremist attacks on the region and the West.

In a nine-week operation French, Chadian and Malian troops have driven the Islamists into desert hideaways and mountains near the Algerian border. French President Francois Hollande said recently that Mali's sovereignty had almost been restored.

However, Islamist fighters attacked northern Mali's largest town, Gao, over the weekend. It was the third major offensive there by the rebels since the town was retaken by a French-led military operation in late January.

The African force in Mali is made up of troops mainly from West Africa, including more than 2,000 Chadians. Other than Chad's contingent, most African elements remain in the south of Mali away from the fighting.

The United Nations would only take on security responsibilities in Mali when "the necessary security and political conditions were deemed to be in place, following an assessment by the (U.N.) Secretariat."

Mali's government hopes to hold elections in July, but Security Council diplomats and U.N. officials said that goal may be overly ambitious.

Ban said that once the African soldiers become a U.N. peacekeeping force, the majority of the troops and police would operate in the north of the country, while there would be a "light presence" based in the country's capital, Bamako.

"The force would operate under robust rules of engagement, with a mandate to use all necessary means to address threats to the implementation of its mandate, which would include protection of civilians," Ban said.

"This could include the conduct of operations on its own or in cooperation with the Malian ... forces," he said.

Ban also suggested that the Security Council consider establishing an independent group of experts to investigate transnational and organized crime in Mali with the possibility of imposing punitive, targeted sanctions.

Mali was once viewed as an example of a working democracy in Africa, but its north has been a center of cross-desert trafficking of drugs, stolen goods and Western hostages. Border towns are used as transit hubs for trans-Sahara cocaine and hashish smuggling.

Ban raised serious concerns in the report about human rights violations being committed in northern Mali, including summary executions, illegal arrests and forced disappearances, use of children by armed groups, rape, forced marriages and looting.

"Hundreds of children have been recruited by all of the armed groups active in the north, including AQUIM (al Qaeda's north African wing), Ansar Dine, MUJAO and the MNLA," he said.

"The capture and detention of children for intelligence purposes is also an emerging trend that needs to be addressed as a matter of the utmost urgency," Ban wrote.

Ultra-precision positioning is required for the success of many scientific applications, including manufacturing semiconductors, aligning optics and manipulating cells. One of the challenges of ultra-precise positioning is providing sufficient torque through small, precise angles. In a paper accepted for publication in the Review of Scientific Instruments, a journal of the American Institute of Physics, researchers describe a new rotary actuator that accurately delivers more torque than previous devices.

Like many other ultra-precise rotary actuators, the new device's action is driven by piezoelectric material, which converts electrical signals into mechanical movement. The researchers improved upon previous designs with a clamp that integrates the driving and stopping action and can be moved to different distances from the rotor's center. That gives the researchers both more power and control of the driving forces. Like rotating a bicycle wheel, it is easier to control the torque and speed of the wheel by varying both the force as well as the distance from the center that force is applied.

The researchers report approximately four-fold improvements in both maximum loading torque and accuracy over other piezoelectric actuators at the maximum driving frequency of the other devices. While the new device can be driven at higher frequencies, the resulting higher speeds mean less accuracy because the rotor is harder to stop due to the additional rotational inertia of the rotor. The researchers are working on a new clamping design to overcome that limitation.

Skydive instructor, student killed in Florida jump

(AP) ? Authorities say a skydive instructor and a student who jumped separately have died in Florida.

The skydivers, both men, were part of a jump Saturday in Zephyrhills, about 30 miles northeast of Tampa. Authorities say the plane took off about 10:30 a.m. and 22 people jumped. When only 20 returned, authorities started searching for the missing men.

The bodies were located about 7:30 p.m. in a wooded area south of the Zephyrhills Municipal Airport. They were found near each other.

Pasco County sheriff's spokeswoman Melanie Snow would not comment on whether their parachute's had opened, saying that was part of the investigation.

The skydivers were part of a jump through Skydive City in Zephyrhills.

Snow says authorities will release the names after next of kin are notified.

Better Investing Performance With Much Lower Risk - Financial Sense

My advice ? avoid individual stocks!

Even experienced full-time professional money managers, with staffs of trained people performing research, with access to data, software, and corporate contacts that most part-time investors could not come close to duplicating, struggle to match the market?s performance by buying, holding, or selling individual stocks.

For instance, a study by Dalbar Inc. in 2003 showed that from 1984-2002 the average annual return of the S&P 500 was 12.2%, while the average annual return achieved by mutual fund managers was only 9.3%.

Nothing much has changed since.

Each year Standard & Poor?s issues its S&P Indices Versus Active Funds Scorecard (SPIVA). Its mid-year report last year showed that 89.8% of managed domestic stock funds failed to beat the performance of the benchmark S&P 500 Index over the previous 12 months. And over the past three and five years the numbers were 73.2% and 67.7% respectively, by far the majority.

But even worse, even if an investor happened to choose the best from the small minority of those who did beat the market in those individual years, the odds are high that they would seriously under-perform over the subsequent period.

For instance, there are more than 8,000 mutual funds available. In 2003 mutual fund tracking firm Morningstar conducted a study that broke the 20-year period of 1976-2002 into five four-year segments. It then compared the performance of the best 30 funds in each of those four-year periods with their performance over the next four-year period.

The results were not only revealing but astounding. The best 30 funds in each cycle averaged annual gains of 28.3% in the four-year period in which they led the pack. In the next four-year segment they not only dropped out of the top funds but averaged annual gains of only 1.8%, reverting to the mean or worse.

Yet, in spite of all the evidence that by far the majority of even full-time professionals cannot match the market?s performance, millions of individual investors persist in thinking they can select a portfolio of individual stocks that will beat the market (and also the professionals).

A recent study by Longboard Asset Management looked at the formidable odds of doing so from a different perspective. It compiled the returns of 3,000 stocks from 1983 to 2007. It shows that 39% of the stocks were unprofitable investments, 19% lost at least 75% of their value, 64% underperformed the market, and just 25% of the stocks were responsible for all of the market?s gains over the period.

But those popular lists of the 25 best stocks of the last three months, or the last year, or last three years, with their double-digit, often triple-digit gains, are enticing, convincing investors that somehow, with a little bit of luck, they can pick enough of those few big-winners out of the thousands of available stocks, beat the odds and do what even the professionals cannot do consistently, match or beat the market?s performance.

There is a better way.

The most obvious investing risk is that the market may not move in the expected direction, and when the overall market moves it tends to take the majority of stocks, good and bad, with it.

The second risk is sector risk. Even though the overall market may move in the expected direction, there will be some sectors that for one reason or another will move less, or even move in the opposite direction.

And finally, there is stock risk, the most challenging of the three. Even when an investor gets it right on both market and sector direction there are still too many individual stocks that run into totally unexpected problems of their own.

Therefore, at least one-third of investing risk, and probably more, can be eliminated by avoiding individual stocks altogether and simply investing in sector or market indexes via index mutual funds and etf?s.

Simply investing in an S&P 500 index fund on a buy and hold basis would allow investors to come very close to matching the market?s performance, which would beat the performance of by far the majority of professional managers, not a shabby accomplishment, on the surface anyway.

But that would also guarantee suffering through every serious correction and bear market that comes along. Very few, if any, buy and hold investors are able to do that, most becoming market-timers but with the worst of timing, bailing out of the strategy in disgust after experiencing large losses. And indeed the experiences of the last 12 years have provided a quite convincing argument for market-timing.

Fortunately, sector and market index funds and etf?s provide their same lower-risk attributes when used in market-timing.

In my newsletter?s Seasonal Timing Strategy (which has significantly out-performed the market since introduced in 1999), we use the SPDR DJIA Index etf, symbol DIA, as the sole holding, rather than taking either sector or stock risk.

In our non-seasonal Market-Timing Strategy we use sector funds as well as index funds, avoiding individual stocks. As an example how the lower risk without sacrificing performance works, with a buy signal on the Transportation sector we bought the iShares Transportation etf, symbol IYT, in December rather than a selection of individual transportation stocks. The ETF is up more than 20% since. But Federal Express, FDX, one of the individual transportation stocks we may well have selected, shocked the market this week by announcing an unexpected 31% earnings decline, and the stock plunged almost 10% in just three days.

And it?s not just that the odds of much better performance increase significantly if individual stock-picking is avoided. Afghan local policeman kills 5 colleagues

KABUL, Afghanistan (AP) ? A member of Afghanistan's government-backed militia program has shot and killed five of his colleagues, an official said Friday.

The shooting occurred Thursday morning in a remote part of Qadis district of Badghis province, said provincial spokesman Mirwais Mirzakwal. He said he did not have additional details on the shooting because the region was difficult to reach by telephone, and investigators had been sent to the site.

The attacker was a member of the Afghan Local Police, a program in which the Afghan government and its international allies train and pay villagers to defend against insurgents and other militants.

It was the latest in a string of insider attacks by members of the Afghan security forces against their colleagues or foreign troops. Such attacks threaten the strength of the Afghan forces as they work to take over responsibility from international forces. Afghan police and soldiers are scheduled to take over security responsibility for the entire country sometime next year.

Separately Friday, an NATO forces service member was killed when a homemade bomb exploded in eastern Afghanistan, the international military coalition said in a statement. The coalition did not provide details or give the nationality of the service member killed.

Including the latest death, at least 11 members of the international forces have been killed in Afghanistan so far this month.

Spain, Portugal held to draws in WCup qualifying

Spain and Portugal were held to draws Friday night that hurt their chances of qualifying automatically for next year's World Cup, while England routed San Marino 8-0 for its biggest victory margin in 26 years and New Zealand clinched a playoff berth against the fourth-place nation from North and Central America and the Caribbean.

Fans greeted the visitors with chants that included "Kill, Kill the Serbs!" as Croatia beat Serbia 2-0 at Zagreb in the first soccer meeting between the Balkan rivals since their war in the 1990s. Germany defeated Kazakhstan 3-0, and the Netherlands beat Estonia 3-0.

The United States, coming off an opening loss at Honduras in its final-round opener last month, hosted Costa Rica later Friday when Panama was at Jamaica. Mexico played its second straight draw, 2-2 at Honduras. Javier Hernandez built a 2-0 lead with goals in the 28th and 54th, but the Catrachos came back when Carlo Costly scored in the 77th and Jerry Bengtson in the 80th.

Spain, the reigning world and European champion, tied Finland 1-1 at Gijon when Teemu Pukki scored on a 79th-minute counterattack - the visitors' first shot on goal. Sergio Ramos, in his 100th international appearance, had put Spain in front with a header in the 49th minute.

"It's too bad that we let a game that we had controlled get away in the final minutes," Ramos said.

France (3-0-1) moved two points ahead of Spain (2-0-2) in Europe's Group I with a 3-1 win in Paris over Georgia on goals by Giroud, Mathieu Valbuena and Franck Ribery. Les Bleus host Spain in a key match on Tuesday.

The nine European group winners qualify for the 32-nation field in Brazil next year, and eight second-place team advance to playoffs for four additional berths.

"We shouldn't get carried away and start thinking we've qualified," France coach Didier Deschamps said. "We're in the best position at the moment but now we have to play Spain - they are the best team in the world."

Portugal needed Fabio Coentrao's goal in the third minute of second-half stoppage time after a misplay by goalkeeper Dudu Aouate for a 3-3 tie against Israel at Ramat Gan. After Bruno Alves put the visitors ahead in the second minute, Israel built a 3-1 lead on goals by Rami Gershon, Tomer Hemad Eden Ben Basat. Helder Postiga's 72nd-minute goal started Portugal's comeback.

Russia (4-0), whose game at Northern Ireland was postponed by snow until Saturday, leads Group F by four points over Israel and Portugal (both 2-1-2).

"Now it is even more complicated, but the playoff place is still on us. We need to raise the spirit of the players," Portugal coach Paulo Bento said.

England rolled in Serravalle against San Marino, tied for 207th and last in the FIFA rankings. The hosts fell behind on Alessandro Della Valle's own goal in the 12th minute at Serravalle. Jermain Defoe got two goals, and Alex Oxlade-Chamberlain, Ashley Young, Frank Lampard, Wayne Rooney and Daniel Sturridge scored. Rooney's goal was his 34th for England.

England's victory margin was its largest since beating Turkey 8-0 in a European Championship qualifier in 1987.

"Obviously we were a class above our opponents," England coach Roy Hodgson said. "It was one of those games where I thought everyone brought their straw to the water."

Montenegro (4-0-1) leads Group H by two points over England (3-0-2) going into a head-to-head matchup Tuesday in Podgorica. San Marino (0-5) is last and has been outscored 24-0.

At Zagreb, Mario Mandzukic and Ivica Olic scored first-half goals for Croatia, which like Serbia was once part of Yugoslavia.

"It was fantastic, and I'll remember it all my life," Mandzukic said.

Thousands of riot police were deployed at packed Maksimir Stadium to prevent trouble from home fans. Serbian supporters were banned from attending to prevent possible clashes.

Tensions were high because of the wartime history, and the win triggered street celebrations and fireworks in many Croatian cities. Streets in the Serbian capital, Belgrade, were empty.

"This is a victory for the whole of Croatia," Olic said.

Belgium, which won 2-0 at Macedonia, leads Europe Group A on goal difference over Croatia, both with 13 points at 4-0-1. Wales (2-3) has six points, followed by Serbia and Macedonia (both 1-3-1) with four apiece.

At Astana, Thomas Mueller scored the final goal for visiting Germany after setting up scores by Bastian Schweinsteiger and Mario Goetze in a match that began at midnight local time and was played on artificial turf. Germany (4-0-1) opened a five-point lead in Group C over second-place Sweden (2-0-2), which was held to a 0-0 tie by visiting Ireland (2-1-1).

In Amsterdam, Rafael van der Vaart, Robin van Persie and Ruben Schaken scored for the Netherlands in a 3-0 win over Estonia.

The Dutch (5-0) lead Group D by five points over Hungary and Romania (both 3-1-1).

In South America, Colombia won 5-0 at home over Bolivia and Uruguay was held to a 1-1 draw by visiting Paraguay. Edgar Benitez tied the score in the 86th, four minutes after Luis Suarez put the hosts ahead. Argentina hosted Venezuela and Chile was at Peru in night games.

New Zealand won the Oceania region with a 2-1 victory over visiting New Caledonia as Tommy Smith scored in the fourth minute of second-half stoppage time.
